			<content:encoded><![CDATA[<p>The Nanaimo Regional District&#8217;s Woodstove Exchange program is back! While incentives last, home owners can access a $250 rebate when replacing an old wood burning appliance with an EPA/CSA-certified wood burning, pellet, or gas stove or insert.</p>
<p>In order to qualify for the incentive, you must be replacing a wood burning appliance in a home in the <strong>City of Nanaimo</strong>, the <strong>City of Parksville</strong>, the <strong>Town of Qualicum Beach</strong>, the <strong>RDN</strong> Electoral Areas, or the <strong>District of Lantzville</strong>. The old appliance must not conform to the CSA B415.1 standards (typically an appliance built and installed before 1994). You must also be replacing your appliance no earlier than January 16th, 2012 to participate.</p>
<p>For more information on how to recieve your rebate and a list of retailers participating in the program and other rebate and grant information visit the <a href="http://rdn.bc.ca/" target="_blank">Regional District of Nanaimo </a>for more information.</p>
<p>In addition to the rebates being offered by the Regional District of Nanaimo and member municipalities, many participating retailers are offering additional incentives towards the purchase of an eligible appliance.</p>

			<content:encoded><![CDATA[<p>Parents of the students at Nanoose Bay Elementary School (NBES) are collecting metal as a way to raise money for their school&#8217;s education programs.</p>
<p>There is a large steel recycling bin at the far end of the road by the school at 2875 Northwest Bay Rd. Please feel free to drop off clean metal items like old barbecues, metal bed frames, wire, washers, dryers, fridges, stoves, old baby strollers, tin cans, pots and pans of any size, motor parts, bikes etc.</p>
<p>This Parent Advisory Committee is a group of parents working with the common goal of supporting education. Shrinking school budgets have made committee-based fundraising more challenging than ever before.</p>

			<content:encoded><![CDATA[<p>Retired horses, if they are lucky, spend their last days at the <a href="http://members.shaw.ca/randrfarm/" target="_blank">Rest and Recuperate Equine Care Society</a> in Errington.</p>
<p>Since 1995 the Rest and Recuperate Equine Care Society has been providing care for elderly horses. Unfortunately, funding like so many charities has hit an all time low. They are in immediate need of funding for food and medicine.</p>
<p>Would like you to help the horses? You can donate your Quality Food (Q Points) to the society, which is listed under Equine Care Society at the Parksville or Qualicum store locations.  You can also donate through any bank (see their website).</p>
<p>Sandra Billy is hoping you have a passion for horses and would you like to make a difference in a horse&#8217;s last days.</p>

			<content:encoded><![CDATA[<p>On Tuesday, <strong>December 6</strong>, 2011 the Regional District of Nanaimo Transit System and BC Transit are hosting an <strong>open house</strong> from <strong>12 pm to 8 pm at Beban Park</strong> to explain the specifics of this expansion to current and future riders.</p>
<blockquote><p>&#8220;This significant increase in transit service will mostly be noticeable to City of Nanaimo transit users, but there will also be improvements for residents of the Bowser area, and for commuters who travel to Nanaimo from the Oceanside area.&#8221;</p></blockquote>
<p>The expanded transit service will include more frequent trips to commercial areas and major hubs including Departure Bay Ferry Terminal, Vancouver Island University and Nanaimo Regional General Hospital, and will increase convenience for residents who use the system for day-to-day commuting.</p>

<p>There is a link on the City of Parksville&#8217;s home page called FilePro and this will bring you to all the information.</p>
<p>For now, the new system holds documents such as minutes, agendas and reports back to 2009.</p>

			<content:encoded><![CDATA[<p>Did you know your drinking water comes from Englishman River?</p>
<p>There will be a meeting open to the public on Englishman River Water Service Management, Wednesday, November 9, 2011, 6pm at the Parksville City Hall room 129.</p>
<p>In 1996, The Regional District of Nanaimo, the City of Parksville and the Town of Qualicum Beach entered into a joint venture agreement to construct, operate and maintain the Arrowsmith Dam and associated water facilities. They formed the Arrowsmith Water Service (AWS) and received licence No. 110050 from the provincial government to extract water from the Englishman River.</p>
<p>The water licence requires AWS to release water from the reservoir between (approximately) June 1st and October 31st.  Over the summer and fall, the reservoir is drained to support river flows for domestic water extraction and fishery resources and is typically, by design, empty by the end of October.</p>
<p>The requirements for release of water may be amended through the Provisional Operation Rule (POR) attached to the licence.</p>

			<content:encoded><![CDATA[<p>What&#8217;s happening in Parksville? The Orange Bridge over the Englishman River is under repair at the entrance to Parksville as you may have discovered on your way into town.</p>
<p>The work will begin on Tuesday, October 11, following the Thanksgiving weekend and is expected to take about three weeks. During this time, the bridge will be open to alternate, one-way traffic.</p>
<p>Emcon Services will resurface and repair the bridge. It is anticipated that work on the bridge will be completed by November 4th, however; weather or unforeseen conditions may affect the overall schedule.</p>

<p>By the way, does anyone know if Parksville plans to name this bridge?</p>
